Why is the displacement smaller than the value I set in FSI physics?

I am working on FSI(Fluid-Structure Interaction) for my final project. But I found the simulated displacement is always smaller than the prescribed displacement I set. It is weird, isn't it? Any reason behind it? Interestingly I found the error is about 30%. I.e. no matter how much the prescribed displacement I set, the final displacement is always 70% percent of it. Actually I cannot go on without solving this problem. I will appreciate some one can help me.
