solving PDE's for bi-layer structure

I have a model consisting of two bonded different layers. Physics in each layer is governed by a general PDE (different coefficients) form. I do not know how i can couple the PDE's, so that a flux at the interface remains continuous.
the condition i would like to apply at the interface has the form of A1 +B1*div(c1) = A2 + B2*div(c2), here A's and B's are constants, where c1 and c2 are evaluated at the common interface. I am sure my model does not work properly since i have tested it for bi-layered model with identical material properties, the results do not match the one layer model.
(Refer to the model attached) Any help is appreciated.
