It's difficult to give you a specific answer without knowing the context, but often voltage is applied to a model as a boundary condition. The busbar model featured in the Introduction to COMSOL Multiphysics manual (found under File > Help > Documentation, and here ) illustrates this for a DC situation. Electrostatics is very similar. If you work with other physics, browse through the Applciation Gallery for examples similar to yours, or provide more details in this thread so users of this Discussion Forum can provide more specific help.
