Scaling an object with an irregular center

Hello,

I have a cylindrical object that has a consistent shape on the X-Z axis, but whose center changes along the Y axis. I have attached an image here: https://i.imgur.com/tLtFBls.jpg

I'm trying to scale this object on the X-Z axis while keeping its center constant on the Y axis. The "scale" function displaces the object since it assumes a fixed center of scaling, when the center actually changes along the Y axis.

Is it possible to do this?
