How to create Arbitrary Surface Impedance

The Impedance Boundary condition in the RF module allows me to model the impedance of a surface in terms of relative permitivity, refractive index, loss tengent, and dispersion models. However, other electromagnetic solvers would allow me to assign an arbitrary surface impedance, even if it doesn't follow material property relations. For a surface lying on the (x,y) plane, this is defined as:
