What do the two parameters in gas cross-section data (excitation part) represent ?

I'm completing the Hydrogen(H2) cross section data with downloaded data. But I failed to insert the excitation data which seems invalid without the two parameters referring to Oxygen cross section data. Could you tell me what are the two bold parameters in plasma cross section data? Really appreciate your help!!!
