Meshing Cylindrical Geometry within Cylindrical Geometry (thin area between) within a large rectangular geometry

Hello all,
I have been trying to figure out the best manner to create a mesh for the described geometry which I believe I have attached. I desire to solve the transport of diluted species as well as Darcy flow in the large rectangular geometry. I may in the future wish to solve for fluid flow. Anyways I've tried to mesh each section first and then work my way out from the cylinders, sweeping a mesh from the cylinders, and so forth. I'm not quite sure how to appropriately use the convert option in reference to meshing. Therefore I am looking for suggestions.
