Contact pairs passing through each other

I have a model with two squares of equal size. There is a small gap between them; the top square has a normal force on top of it, the other square is fixed to “ground”.

The problem is that when the force is “big” (-1N) the square on top passes through the fixed square without considering contact pair. It just work with small force (-.05 N).
