extrusion method

I have a question on geomietrical model of mixer by extrusion.

1 in the case of mixer, tube have 12mm.
2 why have Rectangular the width of 2.4*3e-3, the height of 3*e-3/8?
3 why the extrusion rotate 30degree during extrusion?

I hope the answer.
