Problem with 3D meshing for thin layer with PML layers

1. Model structure:
As attached figures, the basic structure in physical domain consists of three-layer plates as shown in ‘basic structure. jpg’. The side length of the block in x-y plane is 12 um respectively. While the thickness of the middle layer is very thin (0.2um). This three-layer structure is surrounded by PML layers as shown in ‘structure with PML. jpg’.
2. Mesh:
1) PML meshing: As the mesh sequence list shown in ‘mesh-PML .jpg’, I used two ‘Distribution 1/2’ in ‘Mapped 1’ to mesh the top PML boundary => then use ‘Swept 1’ to mesh the whole PML domain => then use ‘Convert 1’ to match the PML to inner boundaries of ‘basic structure’ of physical domain.
2) Physical domain meshing: Next, I’d like to continue meshing the basic three-layer structure in physical domain. The simplest way is to use ‘Free Tetrahedral’ to directly mesh all of this three layers, but as the ratio of side length to thickness of the middle layer is too high, then the error of ‘Internal error in boundary respecting ’ appears.
So I plan to use ‘Free Triangular 1’ to mesh the top surface as shown in ‘mesh-physical domain. jpg’ => then use ‘Swept 2’ to go through the whole three layers. And the errors come up as saying the top surface is locked and could not be re-meshed.
So, could I ask for help how to mesh such structure with thin layer? Or how to make different mesh for PML domain and domain with thin layer separately?
