Mesh problems

I have a model with a glass substrate with a thickness of 3 mm with two subsequent layers of different materials on top of it with thicknesses of 800 nm and 1800 nm respectively. When I try to built even the extremely fine mesh, it gives an error that "the edge size is much shorter than the element size". When I try to built a custom mesh with minimum element size of 800 nm, the set up just hanges. Could anybody please help me how can I built a mesh with element sizes that could match my thin films?
