how to combine two step functions in analytic?

Hello,
I am the beginner to study the COMSOL and want to solve the heat and flow transfer in porous medium problem by comsol 5.2, and need defined one function of the permeability at 3 temperature intervals:

1. T<273.15K, permeability is 0
2. 273.15K <T<274.15K, permeability is equal to some value( changed by time)
3. T>274.15K, permeability is 1

I gave the inlet temperature is 293.15K and the initial temperature of all domain is 263.15K,
firstly I defined two step function--step1(T) defined the location is 273.15K and step2(T) defined the location is 274.15k, then add the analytic as an1(T), but I dont know how to define the step functions, especially how to define the step function between the 273.15K and 274.15K, and if I can use those functions to solve my problem, how to combine the step function in analytic? please tell me the details.
