Perforated plate screen condition

In my model, a gas is flowing through an inlet into a porous tube from where it is going into another medium. My question is that I do not understand the use of refraction coefficient. Every I checked it shows up refractive index in context of acoustic models. Can anyone please elucidate about how does refraction coefficient work in navier-stokes flow in which I am using perforated plate.
