Create a curve analytically (you can create a parametric curve in 3D) in the shape of the conical helix. Then put a work-plane at one end of your curve, and put a cross-section (for example, a circle) in that. Then, back in the 3D geometry, use the "sweep" function to sweep that cross-section along the parametric curve.
