how to set insulation in Electrostatic field simulation

I want to simulate the Electrostatic field, there are three part in my model: copper, ceramic(insulator part) and vacuum; i set the three parts as a union using form a union; but in the result, the eletric potential inside ceramic is very high, in my opinion, the value should be zero inside insulator part. So could you help to tell me where i am wrong? thanks a lot!

First of all, there is no a priori reason to expect that the value of the electric potential will be zero inside an insulator in a generic electrostatic problem; you may find it helpful to consult a physics textbook to learn/review more about electrostatics. Also, it might be a good idea for you to upload your model to this forum and explain what you are trying to do, so that others here can comment on the details, as there may be some errors in your model.
