Strategy for cooling system with combination of TEC and circulated coolant

I want to cool a reservoir of water with a combination of a TEC and a circulated coolant in sealed pipes. I want to see if I should couple the pipes to the TEC, submerge them in the water, or both.

I saw the TEC models/app, and of course there are several radiated cooling examples. Can anyone suggest a strategy for combining them?
