Mean Inlet Velocity in Fluid Structure Interaction Model

I was going through the PDF of the Fluid Structure Interaction Model under the MEMS catalogue of COMSOL.
Among instructions there, it was given that the formula of the mean inlet velocity be given as
U_mean = U*t^2/sqrt(t^4-0.07[s^2]*t^2+0.0016[s^4])
Could someone please explain how this formula was derived, and what 's' and 't' stand for?
