Radar Cross Section "Normalization"

I am working on a 2D radar cross section problem, and I have set it up almost identically to the Radar Cross Section tutorial (the 2D boat hull). The only difference is that I did not use an Impedance Boundary Condition, because my scattering object is a non-uniform dielectric.

My problem is that the RCS values I am getting are different for different background field magnitudes (e.g. 1[V/m] vs. 2[V/m]). So it seems the RCS value is not normalized to the background field magnitude.

Any suggestions on how I could do that? Thank you.
