coupling rate dependent plasticity and rate-independent elasticity

I have a model that is comprised of two connected materials. One is rate-indepndent elastic and the other one is rate-dependent plastic. The challenge is coupling the two materials with two different time-dependencies. I need to finally determine the stress distribution in the elastic part while a load in the form of strain rate is applied to the plastic part. Any ideas on the best approach to implement the model?creep or viscoplasticity or a plastic model in time-dependent study should be used?
