Determining Force Necessary for Amount of Rotation

I have a setup consisting of two vertical sets of ropes (cylinders) between which there is a cylindrical arm which, by rotation (force added on each end in different directions), is supposed to create torsion.
The ropes are prestretched (fixed displacement) by 5, 10, 15, etc %, and in doing so they resist torsion differently.
I would like to see how much force is required to obtain the same rotation/displacement of the rotating cylindrical arm under different prestretching values for the ropes. Is there a way to obtain it?
