How to "intercept" transient solution at every time step

I have a coupled set of PDEs that are being solved over time. At every time step, i need to check for a condition, and if it is satisfied (elementwise), raise a flag and start counting that element's internal time. Before I proceed to the next time step, I need to modify a material property which is a function of that element internal time.
Is this possible without going to a Matlab Livelink solution type?
