Plasmonic Nanowire

I've been trying to model an array of gold nanowires embedded in an alumina matrix (n=1.6). I've tried to set it up using Floquet conditions but I'm pretty sure I've misunderstood how they work as the results I'm getting don't match my experimental results, in fact I'm missing the longitudinal resonance completely.

Would anyone mind taking a look and helping me understand where I've gone wrong please?
